Abstract

Project Playbook was developed as an open-source cybersecurity awareness and training platform designed to assist small businesses, local organizations and educational institutions in meeting the requirements outline in Ohio House Bill 96. The platform provided structured cybersecurity playbooks, basic assessment tools, and targeted learning modules focused on improving employee awareness and reducing human-related security risks. Built as a full-stack web application using React, Firebase, Node.js and AWS services, Project Playbook incorporated secure user authentication, progress tracking, and centralized content management. The system also integrated open-source security tools such as Suricata to demonstrate real-time network monitoring and defensive cybersecurity concepts through hands-on exposure. By combining technical guidance, educational resources, and preconfigured security tools, the project demonstrated how achievable it is to strengthen organizational cybersecurity posture, improve preparedness against common cyber threats for resource-limited public and private sector organizations and enhance regulatory compliance throughout the State of Ohio.
